Mr. Goffas has extensive experience in civil / structural design of large and small power plants, cogeneration power plants, commercial and industrial projects. He has 30 years of professional civil and structural engineering experience including 20 years of nuclear power plant design and modification. He provides civil and structural engineering design and consulting services to Advent clients on an as-needed basis. He was responsible for the overall design and approval of several major construction packages.

Experience

1995, 2004 - Present Senior Civil Engineering Consultant, Advent Engineering Services, Inc. Reviewed and verified client civil structural calculations and related design documents prepared to support nuclear power plant design modifications, refuel outages, and operability evaluations. Developed design for foundation and structural slab for replacement coal crushers.

1995 - 2003 Project Lead Engineer, Black & Veatch. Was responsible for the supervision of the civil/structural/architectural work on the following major projects:
  • Central Genelba, Argentina. Checked the design of structural steel and foundations of the gas and steam turbine buildings.
  • Central Puerto and AES / Parana Proposals for Argentina. Was responsible for the proposals' structural feasibility, interdiscipline coordination, estimates, and schedules, regarding the civil portions of each project.
    • Performed walk downs of several job sites. Discussed with the clients the civil-related portions of the RFPs.
    • Prepared layout drawings for six proposals.
    • Developed engineering hours and material quantities.
    • Participated in the development of four large proposals in ABB's office in Baden, Switzerland.
  • Tucuman Power Plant Project Argentina. Reviewed the design and construction of the 480 MW combined cycle power plant as the lead Civil-structural engineer.
    • Prepared the civil / structural portions of the bid document.
    • Provided technical assistance in the development of the project.
  • Cane Island Unit 3 Power Plant, Florida. Was responsible for the design, specifications, contract documents, construction support, and all civil related activities for the project.
    • PDE for the civil / structural and architectural work.
  • City Water Light & Power - SCR Project, Springfield, IL. Was responsible for the design, specifications, contract documents, construction support, and all civil related activities for the project.
1972 - 1994 Structural Engineer and Engineering Group Supervisor, Bechtel Corporation. Was responsible for the supervision of the engineering design, specifications, construction and administration of the civil/structural related matters on the following major projects:
  • Detroit Edison - Greenwood, Belle River, FERMI, and Monroe Power Plants. Performed design work for various structural upgrades.
  • Consumers Power - Palisades and Midland Power Plants. Designed the new control and equipment structure, as well as the river intake structures and steam tunnel.
  • Commonwealth Edison - Dresden and Quad Cities Plants. Worked on various modification packages of upgrading the nuclear power plants.
  • Iowa Electric. Designed / supervised the low-level radwaste facility.
  • Wisconsin Electric - Oak Creek and Point Beach Power Plants. Designed / supervised various modifications of the structural components of the power plants.
  • Rohm-Haas-Louisville, KY, Plant. Designed a new switchgear facility and boiler building.
1971 - 1972 Structural Engineer, Ian Martin/Detroit Edison. Responsible for the design of the radwaste structure and the design review of the administration building.
1967 - 1971 Assistant Structural Engineer, Detroit City Engineer's Office. Responsible for the design of the several freeway bridges, parking structures and miscellaneous transportation facilities.
