Professional Qualification Summary
Mr. Wylie has over 26 years of project management, direct supervisory, technical, licensing, and assessment/auditing experience in the nuclear field, including engineering and licensing support to 16 commercial nuclear stations. He provides senior level task-oriented services related to cooling system design and analysis, regulatory compliance issues, safety evaluations, UFSAR improvement projects, design engineering, design bases reconstitution, Environmental Qualification (EQ), and configuration control. He has provided support to utilities during seven NRC audits for Regulatory Guide 1.97, Environmental Qualification (EQ), and Appendix R fire protection. He is a certified quality assurance lead auditor.

Mr. Wylie's experience with an architect-engineering firm and a technical consulting firm included project management and supervision of multi-discipline efforts regarding fire protection and EQ regulatory compliance. He has supervised and engineered design modifications of safety-related plant systems. Mr. Wylie has directed numerous licensing activities including NRC submittals, Technical Specification development, Part 21 responses, tracking of NRC commitments, and FSAR updating and production.
He is a member of IEEE Nuclear Power Engineering Committee's Working Group 2.1, which is responsible for IEEE Std 323 (Standard for Qualifying Class 1E Equipment for Use in Nuclear Power Generating Stations).

Project Manager/Principal Engineering Consultant, Advent Engineering Services.
Managed and provided technical direction to a major ultimate heat sink and supportive emergency cooling water design basis reanalyses project. Performed a third party assessment of a nuclear utility's UFSAR validation project with emphasis on cooling systems and accident analysis.
Directed and participated in a UFSAR improvement project to evaluate several hundred technical discrepancies, produce UFSAR change documents and 50.59 evaluations for the entire UFSAR at a BWR plant.
Managed and participated in several major EQ Program update projects which addressed HELB steam flooding issues as well as incorporated improved aging approaches to simplify future information retrieval and updating. Prepared new and revised existing EQ files and developed radiation dose calculations.
Provided technical consulting to a QA Department during a performance based audit of the fire protection and EQ Programs.
Prepared system and topical design basis documents (DBDs), performed DBD validations, and resolved DBD open items.
Participated in an engineering benchmarking program for a nuclear utility. Performed QA programmatic and performance based audits as a certified quality assurance lead auditor.

in the form of program assessments, special studies and engineering reports,
and problem resolution recommendations for more than eight utilities involving
more than 10 plant sites. This work included EQ program reviews, associated
maintenance reviews, NRC and QA audit support, and documentation development,
design basis reconstitution for nuclear power plant systems, fire protection
reviews, licensing support, plant configuration reviews, and modification

for supervision of multi-discipline project teams for solving technical
problems at operating nuclear generating stations. Supervised the
development of the EQ programs for three Midwest nuclear stations.
He served as the Bechtel corporate licensing contact for Dresden and Quad
Cities Was a member of the audit team during NRC audits for Equipment
Qualification, Fire Protection, and Regulatory Guide 1.97 compliance.
