Professional Qualification Summary

Mr. Kloosterman has over 34 years of operations, project management, direct supervisory, technical, licensing, corrective action, and assessment / auditing experience in the nuclear field. Mr. Kloosterman has acted as Manager, Regulatory Affairs at a commercial nuclear power plant where he was responsible for coordination of licensing, regulatory compliance and emergency planning activities for the station. He has held a Senior Reactor Operator License at a Boiling Water Reactor where he was qualified as a Control Room Supervisor and Shift Technical Advisor. He also received SRO equivalent training at a Westinghouse Pressurized Water Reactor where he served as a Shift Technical Advisor. He has served as an Independent Safety Engineering Group Supervisor and Supervisor of Engineering Quality Assurance during which time he was a certified lead auditor. Mr. Kloosterman's responsibilities have included serving as Corrective Action Review Board Chairman, Plant Operations Review Committee Chairman, and Station Representative to the Boiling Water Reactor Owner's Group.

Mr. Kloosterman's experience with public utilities, an architect-engineering firm and a technical consulting firm included project management and supervision of multi-discipline efforts regarding licensing, quality assurance and technical responsibilities. He has extensive experience interfacing directly with the Nuclear Regulatory Commission through on-site resident inspectors, as well as regional office and headquarters management. He has managed on-site refueling projects including replacement of primary system relief valves, and internals inspection of recirculation loop isolation valves. Mr. Kloosterman served on-site at Three Mile Island following the 1979 accident. He provided technical review and engineering services during the evaluation of short term actions to address issues such as the loss of pressurizer level indication.

2003-2008	Senior Reactor Operator, FirstEnergy Corporation, Perry Nuclear Power Plant. Performed on-shift licensed operator duties including Control Room Supervisor, Shift Technical Advisor, and Work Control SRO. Was responsible for authorization of day-to-day work activities, coordination of multi-discipline divisional outages and tasks, compliance with plant Technical Specifications and fire protection technical specifications. Trained in plant abnormal operating and emergency operating procedures.
1996-2003	Supervisor, FirstEnergy Corporation, Perry Nuclear Power Plant. Was responsible for supervision of the corrective action program, Independent Safety Engineering Group (ISEG), and Engineering Quality Assurance. Participated on the root cause team investigating Quality Assurance breakdowns associated with the reactor vessel head corrosion issue at the Davis-Besse Nuclear Power Station. Represented the station on engineering quality assurance issues at periodic Company Nuclear Review Board (CNRB) meetings. Responsible for program development and implementation of the station corrective action program.
1994-1996	Manager, Regulatory Affairs, FirstEnergy Corporation, Perry Nuclear Power Plant. Managed a staff of 20 personnel responsible for the interactions with the Nuclear Regulatory Commission on station issues. Authored correspondence with to the NRC including Licensee Event Reports, response to notices of violation and routine inspection reports. Met frequently with the station Senior Resident Inspector and represented the station at NRC Regional Office and Headquarters meetings. Oversaw the development and implementation of upgraded plant Technical Specifications. Supervised the station Emergency Planning staff including meetings with local, State and County Officials on the implementation of the off-site emergency plan. Oversaw the conduct of station emergency plan exercises.
1992-1994	Shift Technical Advisor, Carolina Power & Light Company (now Progress Energy), H.B. Robinson Steam Electric Plant. Received SRO equivalent training and acted as the Shift Technical Advisor. Responsible for oversight of control room activities, technical review of plant procedure changes, oversight of work within the power plant and technical assistance to the control room operating crew.
1989-1992	Supervisor Regulatory Compliance, Carolina Power & Light Company H.B. Robinson Steam Electric Plant. Supervised staff of 5 individuals responsible for day-to-day interaction with the NRC Senior Resident Inspector, preparation of site regulatory correspondence including Licensee Event Reports, response to Notice of Violation and technical submittals to the NRC.
1984-1989	Licensing Supervisor, Shearon Harris Nuclear Power Plant, Carolina Power & Light Company. Supervised staff of 5 individuals responsible for day-to-day interaction with the NRC Project Manager in Washington D.C. during the final phase of licensing and receipt of the plant operating license. Responsible for the preparation and approval of licensing correspondence to the NRC.
1983-1984	Consultant, S. Levy Inc. On-site licensing representative at the Brunswick Steam Electric Plant during the development of a graded approach to implementation of regulatory requirements. Brunswick was the lead plant in the country developing a program that prioritized new regulatory requirements, assessed the value of their implementation, comparing that to other station priorities with the goal of a balanced, cost-effective implementation of new initiatives.
1982-1983	Regulatory Affairs Supervisor, Bechtel Power Corporation, Zimmer Nuclear Power Station. Acted as the Bechtel counterpart to the on-site Regulatory Affairs Manager for the Cincinnati Gas & Electric Zimmer Station following the NRC confirmatory action letter suspending construction activities at the station. Shadowed the Regulatory Affairs Manager in his day-to-day duties providing guidance and advice on interaction with the NRC and resolution of regulatory issues.
1979-1982	Systems Engineer, Bechtel Power Corporation. Performed system engineering duties for a variety of NSS systems for several nuclear power stations. Duties included two on-site assignments at the Duane Arnold Energy Center providing technical resolution of NRC Generic Letter Issues including 79-14 (plant configuration relative to seismic analysis) and 80- 10 (design of concrete block walls).
1974-1979	Design Engineer, Bechtel Power Corporation. Was responsible for design development, design calculations and technical input to the Midland Final Safety Analysis Report for NSS systems. Acted as the technical liaison between Bechtel and Babcock & Wilcox on NSS systems for the Greenwood Energy Center including preparation of Preliminary Safety Analysis.
