Tetra Tech Advent has provided engineering and licensing support to a variety of new reactor projects in the US in support of both design certification (DC) and combined license (COL) applications.
The Mitsubishi Heavy Industries (MHI) US-APWR is one of five new reactor designs in the Design Certification process with the NRC. MHI contracted Advent Engineering to prepare the Chapter 15 Safety Analysis for their Design Control Document (DCD) in accordance with NRC regulatory guidance as part of their Design Certification Application.This project included the drafting the DCD chapter (and related Topical Report), incorporating MHI technical information, presenting the approach and results to the NRC and ACRS, and providing responses to NRC Requests for Additional Information (RAIs). In addition to DCD Chapter 15 support, Advent also supported the preparation of DCD content for the main steam line break containment mass and energy release presented in DCD Section 6.2.1.4, as well as licensing support for certain radiological analysis and radiological controls topics in DCD Chapters 11 and 12. The support also includes preparing reference Emergency Response Guidelines (ERGs) for US-APWR plants.
URENCO is funding and building the first uranium enrichment facility in the US based on European centrifuge technology. This facility is the first commercial nuclear plant to be built using the new Combined Operating License (COL) approach and Advent, a Tetra Tech Company, provided staff augmentation support in several key roles for the project. In many cases Advent’s work has saved the Owner millions of dollars in construction costs. There have been a significant number of “lessons learned” from implementing the design of this first COL nuclear project as well as from building the first new nuclear commercial facility in the US in over 30 years.
In a separate project, Advent Engineering has provided support to DTE Energy for its Combined Operating License for its proposed Fermi Unit 3.This project included facilitating technical meetings during the NRC onsite audit of the Environmental report, response to NRC RAIs on the application, and the management of an electronic reading room for reference documents related to the COL application. Senior Advent personnel have also served as mentors to the DTE staff on licensing principles and practices during the course of this project.
