He has extensive expertise in the areas of mechanical piping systems (including primary and secondary systems, Auxiliary Feedwater, and cooling water), outage support, NRC interface on difficult issues, and integrated approaches toward design and design management for buildings and systems. Mr. Lutz’s certifications and qualifications include root cause analysis, 10 CFR 50.59, and 10 CFR 70.72(c) evaluations.

Advises and provides design solutions to complex building and integrated system issues. Performs project management functions including budget tracking, schedule control, inter-department coordination, and construction interface. Assists, directs, and provides solutions as necessary on design issues related to mechanical power plant piping systems, in particular on Westinghouse PWR plants.
Provided general engineering support for Monticello Nuclear Generating Plant and Prairie Island Nuclear Generating Plant, with a specific focus on the HELB program, including:
- Providing GOTHIC model sensitivity runs to support plant maintenance and operation with regard to meeting HELB program requirements,
- Revise DBD and clarify engineering design basis for HELB program to support EPU,
- Revising calculation on valve stroke times,
- Revising calculation on concrete wall penetration due to HELB pipe whip,
- Supporting root cause evaluation for HELB flooding impact,
- Prepared 50.59 screening for radiation monitors, and
- Supporting the Component Design Basis Inspection (CDBI).
Also while at Prairie Island begun process (completed through the knowledge portion of the qualification process) for the following task qualifications:

Developed the design and implemented several significant modifications to the plant. Completed over 100 engineering evaluations on various safety related and non-safety related systems, structures and components. Prepared numerous engineering calculations. Qualified root cause analyst with experience in the initiation and evaluation of various significance levels of corrective action reports.
Duties and Responsibilities included:
- Budgetary development, design, licensing, planning, scheduling, implementation oversight and configuration control of modification packages to both safety related and balance of plant systems, structures and components.
- Disposition engineering evaluations concerning the safety, reliability and efficiency of plant systems, structures and components.
- Prepare calculations to support plant operations, design modifications and engineering evaluations.
- Initiate, evaluate and disposition corrective action reports.
- Interface with all plant departments, the nuclear industry as well as oversight agencies such as INPO, WANO and the NRC concerning operability of plant systems, structures and components.
- Qualified reviewer of design modifications, engineering evaluations and calculations.
Examples of Modifications Performed:
- Replacement of obsolete electric nitrogen vaporizer with ambient air nitrogen vaporizer.
- Installation of raw water chemical addition system for the metered input of coagulant aid chemicals for the plants water treatment.
- Replacement of condensate storage tank floating cover to maintain oxygen levels in the demineralized water within plant and industry guidelines.
- Retirement of obsolete cooling water metering pump pH control (sulfuric acid) system with new gravity feed system including new tank, retention dike, piping and controls.
- Reliability improvement to motor driven auxiliary feed water pumps by replacing pump packing with mechanical seals.
- Replacement of motor driven auxiliary feed water pumps discharge check valves with automatic recirculation control check valves to provide additional margin for the pumps safety related function, reduce vibration in the system and improve pump performance.
- Installation of catch basins on the polisher vent lines to eliminate safety concerns.
- Installation of cooling water return 102” butterfly diversion valve for future installation and on-line implementation of auxiliary forced draft cooling towers to improve plant efficiency.
