10 CFR 50.59 and 10 CFR 70.72 provide criteria for determining which plant “changes” can be made to nuclear power plants and nuclear fuel facilities without prior NRC approval. The process to make this type of determination is highly structured and typically consists of applicability determinations, screens and full evaluations.
